Position Overview
Connect44 is seeking a Mobile Access Planner to join our team in Bucharest on a permanent basis. This role involves designing and planning end-to-end mobile access networks from 2G to 5G, ensuring performance, capacity, and seamless integration across domains.

Role Purpose:
Specialist Mobile Access Engineer will be responsible for production of the detailed Fixed Mobile Access network 2G to 5G plans using MapInfo Magmap and MagPerformance), Magnet Suite, PrOptima, able to review capacity requirements and make proposals for change keeping quality and performance of network nodes in mind, coordinate with Customer teams and full fill their Radio plan demands, able to devise and run basic to complex network audit scripts and in doing so prepare reports for capacity/performance works for quarterly plans, support Junior Engineers, Senior Engineers and Line Manager. Work with PMO-PM/DM to deliver plans.
Key Accountabilities:
- To produce detailed plans and data build plans to support Mobile Access 2G to 5G areas of work
- To support the production of network designs for Mobile Access 2G to 5G areas of work
- Liaise with other network domains such as Voice Core and Transport for harmonious plan delivery
- Provide Fixed Network delivery support and communication during planned works
- To produce detailed plans to support new initiatives from the Customer
- Support testbed design work needed for new platforms or areas of work
- Develop expertise in the design and planning of BSC, RNC, LAC, RAC, and TAC boundaries and reparenting
- Produce plans for 5G TAC planning
- Produce detailed plans for BSC and RNC moves and expansions
- Produce detailed plans for Core reparenting of BSC and RNC
- Support network demand assessments from the Customer by providing hardware requirements, parameter/feature evaluations, and software rollout plans
- Execute cell site/Node B reparenting to alternative RNC/BSC nodes
- Create detailed connectivity plans linking BSCs and RNCs to associated Transport network equipment
- Collate, review, and scope quarterly MAP Activity Tracker activities
Key Competencies:
- BSc/MSc degree in Engineering, Telecoms, Computer Science, or Data Networks
- Strong written and verbal communication skills
- 2 to 5 years’ experience in Fixed Network Mobile Access, focused on capacity and performance design planning
- Vendor-certified training (Cisco, Ericsson, Juniper, Nokia) or equivalent
- In-depth knowledge of Mobile Access technologies (2G to 5G) and vendor equipment
- Experience with Mobile Access (Fixed Network) capacity management, including BSC and RNC interfaces
- Familiarity with signaling systems and planning, including TDM signaling and SIGTRAN
- Proficiency with MapInfo Professional tools: Magmap Planning & MagPerformance
- Experience in LAC, RAC, URA & TAC dimensioning and planning
- Skilled in BSC and RNC design and parameter planning
- Understanding of 5G New Radio (NR) non-standalone planning
- Strong working knowledge of Microsoft Office tools (Excel, PowerPoint, Word)
- Experience using MS Project or similar project management tools
- Familiarity with project management methodologies such as PMP® or PRINCE2
